The Prime Minister has praised the "integrity and resolve" of Belgian Prime Minister Herman van Rompuy following his appointment as Europe's first full-time President.

　　English peer Baroness Ashton of Upholland was named as High Representative for Foreign and Security Policy, and will also be vice-president of the European Commission.

　　Speaking at a press conference following the meeting, the Prime Minister said Baroness Ashton's appointment would give Britain a powerful voice in the EU.
